Most households do it on Ashtami, some on Navami, and some on both. In Bengal, Kumari Puja is kept on Ashtami and is done publicly at Belur Math.
On the eighth or ninth morning of Navratri, in a very large number of houses in this country, young girls from the neighbourhood are respectfully invited and their feet are washed, they are fed halwa and chana and puri, given a chunni and a few rupees, and their blessing is taken as they leave.
The Devi Bhagavata Purana, in its Navaratri chapter, prescribes the worship of kumaris and then names a form of the Goddess for each age:
Two is Kumari. Three is Trimurti. Four is Kalyani. Five is Rohini. Six is Kalika. Seven is Chandika. Eight is Shambhavi. Nine is Durga. Ten is Subhadra. A girl of one year is not included, and girls over ten are excluded from the ceremony. So the age range is prescribed two to ten, and that is genuinely textual.
The worship is to be done as one’s means allow, and one should not be stingy about it.

ॐ विष्णुर्विष्णुर्विष्णुः … मम आत्मनः श्रुतिस्मृतिपुराणोक्तफलप्राप्त्यर्थं कुमारी पूजनं करिष्ये ॥
“I (your name) from (gotra) take up the Kanya Pujan on (date) at (place) for (purpose).”

Your name, and your gotra if your family uses one. If nobody remembers the gotra, the family name does.

The tithi and the house.
FOR WHAT
For most households the honest answer is that it is the close of Navratri and this is what the family does, which is sufficient. Where there is a specific reason, name it. What does not belong here is a resolve phrased as a transaction - a number of girls fed in exchange for a named result. The text’s own framing is worship offered as means allow, and a sankalp that counts is working against the passage it comes from.

A child who does not want to come, or who arrives and then does not want her feet washed, or who will not eat what is on the plate, is not obstructing anything. The observance is the honouring of a child as a form of the Goddess, and honouring somebody includes not overriding them. Skip the step. Shorten the thing. A seven-year-old sitting through twenty minutes of ritual she did not ask for is not what the passage describes.
Take the sankalp before the girls arrive
Your name, your gotra, the date, the place, the purpose. Set out the plates and the meal first so nobody is kept waiting.
Invite the girls respectfully
seat them comfortably on a mat, on chairs, wherever they will actually be comfortable for ten minutes.
Praying
Light the diya and offer a short prayer to the Goddess.
Pad prakshalan
Pour a little warm water over each girl’s feet and dry them gently. Do this quickly and lightly. If a child does not want her feet touched, skip it entirely and move on; nothing is lost.
Tilak
Tilak of kumkum on the forehead, akshat pressed on, mauli tied on the right wrist.
Serve the food
Sit with them while they eat rather than standing over them.
Gratitude
Give the chunni, the bangle or whatever small thing the household gives, along with the dakshina.
Blessings
. Touch their feet and take their blessing as they get up. This is the point of the whole observance, do not rush.
Say Goodbye
See them to the door with whoever brought them. Send food home for anyone who could not come
The mantra
ॐ ऐं ह्रीं क्लीं चामुण्डायै विच्चे
Om aim hreem kleem chamundayai vichche
"Salutations and complete surrender to the Supreme Divine Consciousness, who manifests as Maha-Saraswati (the Goddess of Knowledge), Maha-Lakshmi (the Goddess of Prosperity and Abundance), and Maha-Kali or Chamunda (the Goddess of Supreme Power and Transformation)."
There is none for this observance.

Myth: “It has to be exactly nine girls or it does not count”
Fact: Verse 38 also names one kanya each day, and a count rising by one, two or three each day. Then verse 39 says the worship is done as one’s means allow and that one should not be stingy. Nine is fine. Nine-or-nothing is the error, and it is an error with a cost - it produces real anxiety in families who cannot gather nine children
Myth: “You need one kanya of each age from two to ten”
Fact: Three girls of seven are three kumaris, each honoured as Chandika. Nothing asks you to collect one of each, and the coincidence of three separate nines in this chapter - nine ages, an arrangement of nine girls, nine nights of festival is almost certainly where the whole confusion started.
The striking thing about this observance is how carefully the text in scriptures handles it. It names the ages. It names a form of the Goddess for each one. It bounds it at both ends. And then, on the question everybody now treats as the rule, it declines to legislate and tells you to do what you can afford without being mean about it.
Feed one child or feed nine. Wash her feet if she does not mind. Touch her feet when she gets up, which is the part that was always the point.
